Want to create a governor with elite exoskeleton soldiers, a charitable do-gooder who provides free healthcare to the masses, or a tyrant who combats corruption with secret police? How about a challenge where you only have airstrikes, all initiatives cost reputation, and every zone has an insurgent ambush waiting? Alternatively, throw realism out the window and create an army of vampire cats led by a tiger in a toga… All of this and more is possible in the Rebel Inc: Scenario Creator! Who said nation-building was hard?

Choose all the details of your Scenario! Pick difficulty, governors, region, and category. Set the stage for your epic operation, then equip yourself with a myriad of tools to tailor your Scenario to your liking!

	<li>Custom Governors & Tactics: Make the Governor of your dreams! Customize their name and upload a new portrait before adjusting their skills in the Initiative Editor! The Scenario Creator also enables you to craft your own Tactics and Features with unique icons and text while editing their effects.</li>
	<li>Change the Game: Dive into the mechanics of the game to configure Civilian, Military, Insurgent, and Zone variables, fundamentally altering how Rebel Inc. plays!</li>
	<li>Structures: Personalize your region with Structures! Strengthen armies with Garrisons or boost budgets with Oil Derricks. Looking for a challenge? Strategically place hidden Arms Caches and Training Complexes in the mountains or even employ devious Tunnel systems for quick Insurgent escapes!</li>
